The position is placed within the Programme, Advocacy and Learning (PAL) Unit as part of DCA’s International Department, and you will work in DCA’s Head Office in Copenhagen, Denmark. You will report to the Team Leader for the Programme and Policy team in the PAL unit and work closely with colleagues across several cross-thematic groups and teams in the international department and country offices, advising on global programme development and implementation in DCA’s countries of operation in Africa, Middle East, Asia, and Ukraine.
The overall purpose of the Programme, Advocacy and Learning Unit is to ensure that DCA remains a relevant, knowledgeable, consistent, and forward-looking organisation delivering high-quality interventions and advocacy in pursuit of its global goals across diverse contexts and in a complex global policy and programming environment. Through this, advisors in PAL contribute significantly to ensuring quality programming, organisational learning, and strengthening the link between policy and practice across DCA from a humanitarian-development peace (HDP) nexus approach.
As Programme advisor on Resilience and Climate Change, you will advise on areas such as locally led climate adaptation and responses to loss & damage, community-based natural resources management, biodiversity conservation and sustainable livelihoods, nature-based solutions, anticipatory action and disaster risk reduction, and agroecology and food systems transformation.
The aim for the advisory role is to support the design and implementation of integrated approaches that address climate change while enhancing social, and economic resilience in different contexts, including in protracted crisis contexts and in conflict-affected areas.
This position entails development of programmatic guidelines and tools, strategy development, results reporting and data analysis including Rio Markers’ assessment, concept development, advocacy engagement and support to programme and project development and implementation in collaboration with DCA’s humanitarian response and mine action unit (HRMA), strategy and quality management unit (SQM), country teams, and partners. Furthermore, the position has a strong focus on supporting resource mobilisation and designing and providing operational support during implementation of flagship projects in collaboration with DCA’s Global Partnerships and Recourse Mobilisation (GPRM) unit.

  • Facilitating organisational learning and documentation to advance DCA’s quality programming and local to global advocacy in coordination with partners and DCA’s networks
  • Translating key concepts, trends, and best practices into guidance tailored to different programming contexts, fundraising concepts and advocacy and policy linkages in line with key programmatic priorities and organisational needs
  • Supporting capacity strengthening within DCA and with partners, incl. facilitation of communities of practice, workshops, learning events and development of learning tools and approaches for capacity development
  • Contributing to programme-linked advocacy and partner representation in relevant forums aligned with DCA’s strategic priorities

    The Role
    In this role, your responsibility will be to advice on the implementation of DCA’s global strategy and strengthen DCA’s approaches, methods, and tools across its resilience-related programming with a particular focus on locally led climate action in humanitarian and development contexts.
    You will also contribute to strengthening programme quality and coherence within the area of resilience acrossthe HDP nexus, ensuring alignment with DCA’s strategy, organisational policies, frameworks, and the global results framework as part of the advisory teams in the PAL Unit. You will have a strong degree of self-management of workstreams and priorities in your technical area with multiple and strong collaboration spaces both within and beyond the PAL unit.

  • Minimum 5years of practical experience working with resilience and climate change related community-centred programming in development and/or humanitarian contexts
  • Experience in advisory and/or programme implementation roles in relation to the humanitarian, development, and peace (HDP) nexus
  • Experience in linking local programmatic learning and approaches to regional and/or global policy spaces through evidence-based advocacy
  • Working knowledge of applying a human rights-based approach in programming
  • Experience working in an international organisation with country offices, partners and countries in the Global majority or regional experience an advantage
  • Strong skills in communication, stakeholder management, facilitation, and relationship-building working collaboratively across technical disciplines
  • Experience in working with a multisector approach with policy makers, institutional donors, philanthropic foundations, or private sector is an advantage
  • Cultural sensitivity and the ability to work effectively across diverse contexts
  • Strong self-management skills and a commitment to delivering results
  • Relevant academic qualifications
  • Fluency in English (spoken and written); French and/or Danish is an advantage
  • Ability to travel 4-6 weeks per year
