Who are we?

Economic Recovery is one of DRC’s five core sectors of intervention.Theoverall ambitionof DRC’s Economic Recovery (EcRec) sector is to contribute to ensuring immediate needs are covered with life-saving direct assistance, while supporting conflict- and displacement-affected people to meet their essential needs independently and sustainably (self-reliance), and restore their ability to mitigate impact of, adapt to and recover from future shocks and stresses in a way that reduces chronic vulnerability (resilience). The sector focuses on capacity to subsist (produce for self-consumption) and/or generate income and other economic assets in a safe, dignified and resilient manner, with a specific focus on mutually reinforcing food security, decent and sustainable livelihoods, and financial inclusion.

About the job

The Global Advisor, Economic Recovery is a core member of DRC’s Global Economic Recovery Unit, whose primary objectives is to provide strategic and technical support, as well as quality assurance, to DRC’s Regional and Country Offices in respect of Economic Recovery programming. The Global Advisor, Economic Recovery supports the Head of the Economic Recovery Unit in both internal and external strategy, policy and resource mobilisation. The Global Advisor also leads or co-leads on a set of specific thematic areas and workstreams within DRC’s Economic Recovery sector, including cross-cutting strategic and programmatic areas of focus prioritised by the Global Economic Recovery Unit and wider DRC Programme Division.

Strategic and Technical Support: Regional & Country Levels

  • Strategic and technical support and quality assurance to DRC’s regional and country teams across the project cycle via remote or in-country support;
  • Design integrated and/or multi-sectoral programming across DRC’s Response Framework with Economic Recovery components and/or outcomes;
  • Provide technical support to Food Security, Financial Inclusion and Decent Livelihoods activities;
  • Support targeted market assessment and analysis in support of Market System Approaches (MSA) designed to achieve Economic Recovery outcomes, informed by applicable minimum standards, not least the Minimum Economic Recovery Standards (MERS);
  • Support best practice process, output and outcome monitoring to measure programme quality, as well as evaluations;

Resources, training and learning

  • Ensure institutional knowledge management, and delivering targeted provision of relevant policy, standards, resources, guidance and tools to country and regional operations;
  • Provide training materials in line with global interagency and internal DRC resources;
  • Contribute to DRC’s internal learning processes on Economic Recovery and MSA.

Strategy, Policy and Resource Mobilisation: Internal and External

  • Contribute to the further strategic and programmatic development of DRC’s Economic Recovery sector;
  • Advise country and regional operations on mainstreaming CVA and MSA in support of Economic Recovery outcomes;
  • Lead on global proposal development; assist DRC regions and countries on resource mobilisation in relation to institutional fundraising as required;
  • Support relevant global initiatives (e.g. programme, policy, advocacy, research) in further defining DRC’s Economic Recovery profile;
  • Represent DRC externally in relevant technical, policy and advocacy forums and communities of practice;

About you

To be successful in this role we expect you to have demonstrable experience working on Economic Recovery programming (including Food Security, Financial Inclusion and/or Decent Livelihoods) in contexts of forced displacement. You’ll also need strong and practical knowledge of Market Systems Approaches (MSA), including Cash and Voucher Assistance, and proven ability to support development of MSA in support of Economic Recovery outcomes.

Moreover, we also expect the following:

Required

  • Master’s degree in development or humanitarian studies, economics, political science – or other relevant higher education
  • Good understanding of emergency and (early) recovery livelihoods support interventions, and integrated programming/approaches, including the Graduation Approach
  • Significant and demonstrable experience in providing high quality in-person and remote strategic and technical advice and support to country programmes or operations, across the project/programme cycle, including strong ability to apply a theory of change approach
  • Strong skills in humanitarian programme assessment, response analysis and modality selection, set-up/design, implementation, and MEAL
  • Demonstrable capacity building skills – including specifically with design and facilitation of impactful and contextually-adapted trainings and workshops
  • Excellent oral and written communication skills, including concise writing/drafting, and engaging presenting and facilitation
  • Proven ability to work independently as part of a small team, and to form close working relationships with a diverse range of colleagues
  • English: fluent spoken and written

Desirable

  • Strong understanding of relevant global policy debates, and recent trends and developments in research, evidence, and programme innovation
  • Demonstrable experience working in complex institutional environments – and developing close working relationships remotely, and internally

  • Strong knowledge of monitoring and evaluation methodology, and processes suitable to document the effects of Economic Recovery programming
  • Demonstrable problem-solving skills, as well as the ability to take a flexible, creative and innovative approach when needed
  • High degree of flexibility; willingness to deploy at short notice, to insecure environments, and to operate in a physically demanding working environment
  • Highly motivated and hard-working, with strong attention to detail
  • Ability to work in French is a strong advantage

We offer

Contract length: The position is permanent.

Workplace: The position is located in either DRC’s headquarters in Copenhagen or in one of our regional offices or in a country office. Therefore, if you are interested in and qualified for this position, please indicate your preferred DRC duty station in your cover letter.

Start date: 15 April 2023

Salary and conditions for the position will be on DRC terms.
