About the position and the assignments
The specific purpose of the position is to ensure that DRC has a harmonised and uniformed global approach to health in emergencies across response operations and to provide technical support to the country-level response operations for protracted and acute emergencies, in line with established technical standards, good practices, protocols and guidelines. The technical support to response operations will be provided mainly through the deployment to the field, often at a short notice.

The Global Health Advisor will be a part of the International Department of DRC and will report directly to the Head of Technical Quality & Impact Unit on overall HR issues and will have a technical reference line to the Health Lead for coordination of tasks and technical aspects of work. When providing support to the DRC operations in specific countries, the Global Health Advisor will report to the DRC Country Managers on security and other issues pertaining to the mission in point, and s/he must coordinate closely and flexibly with the guidance of the country team.

Your main responsibilities will be to:

  • Support the defining and rolling out of DRC’s strategic directions and approaches within the health sector with a specific focus on health in emergency.
  • Support to DRC’s policy influencing, advocacy and humanitarian diplomacy efforts on health in emergency.
  • Undertake frequent technical monitoring and support visits and country-level surge missions (for up to two-three months each mission) to acute and protracted emergencies, often as a part of first rotation bilateral and multilateral deployments.
  • Compile and roll out essential evidence-based frameworks/technical guidelines, Standard Operating Procedures and tools for health in emergency, ensuring the adherence to integrating programming approach.
  • Support DRC field offices and National Societies (NSs) to identify public health priorities and incorporate public health interventions within each stage of the emergency cycle, including support in preparation and quality assurance of project applications and planning and implementation of project activities.
  • Support DRC field offices and NSs in exploring and developing innovative solutions for health in emergency interventions, including cash and voucher assistance and health response to climate change affected populations.
  • Support the development of quality assurance of tools and system that support public health and patient safety in emergency health interventions.
  • Support planning and undertaking of assessments, baselines, endlines, reviews and evaluations, and setting up and management of health information system (HIS).
  • Lead the capacity development of DRC and NSs in health in emergencies including development of relevant training packages tools and facilitation of trainings that strengthen health response readiness.
  • Support development of exit strategy and post-emergency programme strategy, including project proposals for specific donors.

Your profile
We are looking for a professional with at least five years' experience with management of health in emergency interventions in protracted and acute crises. You have proven experience and strong skills in project management, project proposal development, reporting, assessments, reviews, and evaluations of health in emergency interventions. You have experience in developing strategies, approaches and tools related to health in emergency as well as training materials and/or facilitating trainings of teams. You are interested in innovative approaches and solutions in addressing health sector challenges. You have excellent English and French language skills; Arabic is considered an asset. You are a good communicator and a team player, but also structured, systematic and good at meeting deadlines. You have strong self-management skills and are able to go on field missions on a short notice, including for emergency response. The position requires flexibility and up to five-six months of travel per year.

We offer
The position is located at the Danish Red Cross Head Quarter on Blegdamsvej 27 in Copenhagen with extensive (up to 5-6 months a year) travels/missions. The position is a full-time position 37 hours per week. Salary is between DKK 41,300 – 47,600 per month including pension, and according to qualifications and experience. It is an HQ position, and the salary package does not include family or housing allowances. The position is 24 months with possibility for extension given funding availability. You will refer to the Head of Technical Quality and Impact in Copenhagen.
